Is my [19m] neighbor [28f] just being friendly with inviting me over? Or is she hitting on me?

I just moved in to this neighborhood about 3 weeks ago. My neighbor lives right next door and she lives alone. Shes pretty attractive and I talk to her pretty often now after she approached me the first time.
We talk for a few hours every other day and we are getting pretty close for not knowing each other for much time. Sometimes I catch her watching me when I am working out in the back yard and she is real nice to me.
We smoked outside my house the other day for a bit and she commented to me that next time she'll invite me over to her place so we could have more privacy and some more fun. I told her I was up for it so I think I am going over to her place this week.
She told me I could even stay over the night if I was tored afterwards. I'm guessing she wants to smoke and hang out and watch movies. Do you guys think she's maybe hitting on me a little? Or just being friendly?
Tldr: I am new in town and my next door neighbor is very nice to me. She's a bit older and I am wondering if she's just being nice due to our age gap, or if shes hitting on me.
