Depends... but more likely than not, yes.

People can change such as a liar is capable of telling the truth and an honest person can tell little white lies, So I suppose a past cheater can be faithful in a new relationship. However if the cheater stays with the one they cheated on, then it's highly possible they will cheat again after all there was a reason why they cheated in the first place.

That's not true. People are different in each relationship, just because one doesn't work, don't mean the next one won't. If I cheat on Bob then something was missing in our relationship. That don't mean there will be something missing in my relationship with Tom, so therefore I may not cheat.
