How normal is it for a girl to NEVER initiate anything during dating? How do I get this girl to be p (by Sparky)

How normal is it for a girl to NEVER initiate anything during dating? How do I get this girl to be proactive?

26M 25F
I don’t have too much experience so bear with me. I’ve been on 2 dates with her (met via Coffee meets Bagel) and we’ve planned a 3rd one. The problem is, she just never takes the initiative on... anything. She will happily say okay when I make date plans, but I’ve been not so subtly hinting that she should start putting 50/50 into the ideas and she’s not biting. For example me: “Hey I know I’ve been hogging all the date planning recently, is there anything you want to try?†Her: “Hahaha umm I don’t really have too much in mind, idk what do you think?†And then it’s back to me doing all the legwork.
On the dates she’s also very passive.Im always initiating conversation and physical contact. At the end of the 2nd date I finally balled up and kissed her, she seemed to like that. But before then I had no indication of how much into it she was because she gave me 0 signs. No brushing her hair, no staring at me prolonged, no arm touching etc.
Now. she does seem to genuinely like me. She’s excitedly agreed to all my dates and appears interested in person. So I don’t think she’s unattracted to me.
I don’t want to make things awkward and straight up tell her “HEY, YOU FIGURE OUT PLANS NEXT TIME!†But what can I do to get her to put in some more work? Or am I, as the guy, stuck with being the mover and shaker here permanently?

It's a choice that you continue either patiently wait for her to initiate or find someone else or except that is how she is
