You get charged 30 dollars for a pair of jeans that are actually 9 dollars
Im retired now but when I was working it was common knowledge that the dept (a public entity) wld submit a yearly budget....and if that whole amount wasnt spent in that year, it could expect a smaller budget the following year. Thats how asinine govt is.....get a dept head that SAVES money, and he gets penalized for it.
