I'd start with those almost dead [as in no hope of recovery almost dead], then figure it out from there.
I'd probably start where megs said
followed by people who use children for sex trafficking...

Like Megs said-the nearly dead first, then I would choose the child molesters and murderers. Thank God I will never have to make that choice tho, cuz that would make me a murderer too...
