Since when did Quebec become an island? (by Hawkeye58)

I just saw a profile that says the lady is from the United States and minor outlying islands, then list's the city as Quebec, lol. I wasn't even aware that cities in Canada we're eligible to become territories of the USA, lol. And I'm curious, is Manhattan an "outlying island"?
