@Andres: As far as promotion goes, couldn't you put out a blast on the site's Facebook page? There's probably some former users that forgot to unfollow it.
I started our Facebook game too late (literally less than 2 months ago), so very few people have seen our Facebook page so far and almost no old or former users have seen it.

So I'm forced to think outside the box in terms of how to get people to find out about us. It won't be easy, but we'll get there.

I'm very close to launching this:
I'm working on Search Engine Optimization to get more people to find us when they do specific searches. To that end, I am creating a page for literally every city in the world so that when someone searches for Small Town Dating Site, we show up and capture that user.
Although not a feature per se, this will be very important to start bringing in more users, which is our #1 challenge. We currently rank highly for searches for "mobile dating" and "free mobile dating", but we don't appear anywhere for "timbuktu dating", "timbuktu single girls", "catholic timbuktu dating app", etc. This will hopefully change that as I will have a page for every possible dating site variation, for every religion, ethnicity, and body type, for every single city and town in the world. It's as complicated as it sounds and is a huge undertaking. But by having a page for each of those, we should start showing up on Google when folks make very specific searches beyond "mobile dating" and "free mobile dating" which is too generic. That should lead to more (free) traffic while I continue my quest to find out where we can do some targeted advertising to bring in even more users.

I should have it ready by the end of the week.

I don't think finding the site is an issue, new members join everyday. It's keeping them entertained is the problem. They get on here and have nothing to do. You can message a few people, but you can do that on Facebook. Forums aren't jumping with excitement, no one has any initiative to stay online. Just my opinion.
