I dont believe a girl should propose. I'm old fashioned I believe its the guy who should and most women like that. That them somewhere special, nice romantic meal, go somewhere romantic and then propose 2 her by getting down on 1 knee and take her hand and say thoughs lovely words of love and then put the ring on her finger. That's special day u will never forget.
