Would it be dumb to call it quits after 2 years b/c my boyfriend still hasn't said "I love you"?

TL;DR is below!
He's (39M) not perfect, but he's a wonderful human being by most standards: genuine, honest, kind, a heart full of integrity, and understanding.
I (28F) told him I loved him about 3 months into the relationship because I couldn't hold it in any longer. His initial replies of "thank you" and "awww, i appreciate that" soon evolved to "I wuv you" after I told him how much his original responses hurt me.
But he won't say the L word. He says it's because he takes that word very seriously and doesn't want to throw it around. He wants to be 100% certain when he says it. He says it takes him years to fall in love. He says true love takes time to build in his opinion.
I understand and respect that view. And tbh most days I'm fine.
Then, there are days like today where I think... How much longer do I have to wait? We'll have been together 2 years in a few months...if he doesn't love me by now, will he ever? Days like today feel like death by 1000 paper cuts.
Because I really do love him. And I know he likes and cares about me a great deal. But he doesn't love me. At least not yet?
Is the risk of waiting years waiting worth it? Or should I end it?
Edit: I just wanted to add (if it makes any difference) that he's not completely withholding affection or anything. He shows me cares through actions, acts of service, and touch. I've met his parents and even slept over their house. He's met my family too and we've gone on vacations together. He's always trying to help me and my fam anyway he can.
TL;DR: Boyfriend of almost 2 years still won't say "I love you" to me. Should I break up with him or wait it out?
