There is no such error message, so next time you see the error message, please select it all, copy, and then paste it here so I can help you. Are you sure it's not telling you that you cannot contact the user because you do not meet their Contact Restrictions?

That's because the person you are trying to message has a restriction set to keep certain people from sending them a message.
